Frmr. Gov. Frank Keating
Honorary Chairman of the Board

Frank Keating took over as president and CEO of the American Council of Life Insurers in January 2003 after serving two terms as Oklahoma's 25th governor. As president and CEO of ACLI, Governor Keating is the chief representative and spokesman for the life insurance industry in Washington, D.C., and all 50 state capitals. Also, he regularly advocates on Capitol Hill and to the Bush administration on the need to make Americans' retirement security a national priority.

He received his undergraduate degree from Georgetown University and a law degree from the University of Oklahoma. His 30-year career in law enforcement and public service included stints as an FBI agent; U.S. Attorney and state prosecutor; and Oklahoma House and Senate member. He served Presidents Ronald Reagan and George H.W. Bush in the Treasury, Justice, and Housing departments. His service in Treasury and Justice gave him responsibility for all federal criminal prosecutions in the nation and oversight over such agencies as the Secret Service, U.S. Customs, the Bureau of Alcohol, Tobacco and Firearms, U.S. Marshals, the Bureau of Prisons, and the Immigration and Naturalization Service.

Governor Keating serves on the boards of the National Archives Foundation and Mt. Vernon and is President of the Federal City Council, a non-profit, non-partisan organization dedicated to improvement of the nation's capital. He is seen frequently on the Fox News Channel as a commentator on a wide variety of topics.

Tina Bonner
Chairman & President

Tina Bonner, Certified Mineral Manager (CMM), a fourth generation royalty owner, began managing her own and her family's minerals and royalties in Oklahoma, Texas, Mississippi, Colorado and North Dakota in 1975 while a Communications Dissemination Training Coordinator for the Oklahoma Department of Education.

She received both her Bachelor of Arts in Education and her Masters of Education from the University of Central Oklahoma. Tina was one of the two NARO members on the NADOA Model Form Division Order Committee.

Mark A. Stansberry
Ex-Officio

Mark A. Stansberry is Chairman of The GTD Group, www.thegtdgroup.com. Mark serves on various corporate and civic boards.

He has testified before the U. S. Senate and other regulatory bodies and he served on the staff of former U. S. Senator Dewey F. Bartlett.

He is the co-author of the handbook entitled: "The Acquisition Process and Due Diligence: Minimize Risk and Maximize Return!" and author of the book entitled: "The Braking Point: America's Energy Dreams and Global Economic Realities".

Mark was appointed in 2001 by Oklahoma Governor Frank Keating to serve as a member of the Regional University System of Oklahoma, a nine-year term. He served as chairman from 2006-2007. Under Governor Henry, he served as chairman of the 2007 Governor's International Team.

He is president of the International Society of The Energy Advocates, a national organization, chairman of Oklahoma's State Chamber Energy Council, and Chairman and Founder of the International Energy Policy Conference now in its 17th year.

He presently serves on the Board of Directors of People to People International, Board of Trustees of The Fund for American Studies, and Board of Directors of the Oklahoma Heritage Association.

Mark has been married to his wife, Nancy, for over thirty-one years. He has three grown children and two grandchildren.

Dr. Bob Delano
Board Member

Dr. Delano serves as President of Environmental Assessments Group, Inc (EAG). He has assisted various utility companies in implementing strategies that help promote company economics, efficiency, and sustainable environments. Additionally, he has worked with numerous companies in strategic business planning and market potential for technology commercialization.

Dr. Delano holds a B.S. in Chemistry from the University of Central Oklahoma, a M.S. in Environmental Engineering from the University of Oklahoma, and a doctorate in Environmental Economics from Oklahoma State University. In addition, Dr. Delano holds a business management certification from MIT Sloan School of Management and is a graduate of Leadership Oklahoma City.


Randy Eminger
Board Member

Randy Eminger is Vice President for the Center for Energy and Economic Development, a non-profit research and advocacy organization, dedicated to promoting coal-based electricity for the future. Randy joined CEED's staff in 1995, and is responsible for coordinating CEED's efforts in the diverse 11-state South Region. Among his position responsibilities, Randy oversees studies, develops coalitions, and negotiates positions to ensure that coal-based electricity continues to play a key role in meeting America's growing demand for electricity.

In addition to his duties as South Region Vice President, Randy also serves as CEED's team leader on global climate change issues, serves on the Utility Advisory Board for the Southern States Energy Board, Policy Advisory Board of the Energy Council, and is Vice Chairman of the Board for the Clean Coal Foundation of Texas.


Irma Russell
Board Member

Professor Russell recently joined the faculty at the University of Tulsa College of Law as NELPI Professor and Director of The National Energy-Environment Law & Policy Institute.

Professor Russell is the chair of the ABA Committee on Global Oil & Gas of the ABA Section of Environment, Energy and Resources and a member of the ABA Standing Committee on Ethics and Professional Responsibility, the committee that issues formal opinions as an interpretive aid to the Model Rules of Professional Conduct.

She is also a member of the Professionalism Committee of the ABA Section on Legal Education.

David Smith
Board Member

David Smith is currently the Vice President of Oil & Gas Management for Farmers National Company. He is a Certified Professional Landman (CPL) and has over 30 years of energy industry experience, including 20 years in fiduciary trust management mineral management. He served as Chief Operating Officer of Associated Resources, Inc., a large independent oil and gas outsourcing firm. Previously served as Vice President and Division Manager of BOKF's trust oil, gas, and real estate department. BOK Financial is a bank holding company that includes Bank of Texas, Bank of Oklahoma, Bank of Arkansas, and Bank of Albuquerque.

Sherman E. Smith
Honorary Board Member

Smith graduated from Oklahoma A&M (OSU) in 1948 where he became the friend, and later business partner of T. Boone Pickens. After graduation, Smith managed Service Drilling Company which was founded by his father is 1947. After a successful 44 years, the company was restructured in 1991 becoming SerDrilco.

Today, Sherman spends much of his time involved in his philanthropic efforts.

A.M. "Mac" Alloway
Honorary Board Member

"Mac" Alloway is the chief executive and president of Tony Oil Co. in Tulsa has been working in the oil patch since the age of six when he worked along side his grandfather in the 1930s. Since that time, Mac has established a long and distinguished career in the energy industry.

In recent years, Mac has worked diligently to inspire up and coming industry leadership though his involvement in various organizations including Energy Advocates. In 2005, the Energy Advocates’ Library was named in his honor.

The Energy Advocates is a not-for-profit 501 (c)(3) Oklahoma corporation.
